</font><font color="blue" class="small">( It has two set of holes with a plate welded to one side,if i bolt it up with the welded plate facing the tractor it looks like it will hit the top link when lifted,if it is bolted on with the welded plate the other way when i lift the top link bracket moves away from the tractor and wont lift the cutter up much the tail wheel will not lift of the ground. )</font>
It gets pinned to the cutter bracket with the welded plate at the bottom, facing the tractor. The toplink itself is pinned to the upper pair of holes. When transporting the cutter, you want to tighten the toplink so that this bracket is standing straight up. The welded plate is intended to hit the cutter bracket. That's what causes the final leverage to lift the cutter for transport.
Just before you want to start mowing, use the hydraulics to set the cutter at the desired height. Then lengthen the toplink till the floating bracket is pointing towards the tail wheel at about a 45 degree angle. That will permit the deck to "float" over uneven ground. When you're finished mowing, shorten the toplink so that the floating bracket is straight up again. Lift, and go home.
