No matter how i try to link my picture to my user name, it keeps saying that? The file is small, inch by an inch on the screen and only 12.76kb at most. What gives?
invalid url or file for avatar or signature photo?

Your photo also needs to be a max of 120 x 120 pixels. You can open it in Microsoft Paint which comes with Windows and then go to IMAGE and then ATTRIBUTES... and the size is displayed. If you cannot re-size it, post the picture here and I will re-size it for you.
