I had the very same problem as you did, fought it all last winter by taking the starter off & cleaning in insides, lubed with a very light oil after I blew everything
out with compressed air. After the carbon and the battery cables were cleaned & paint scraped from the frame/ground, then cleaned the connections on the solenoid .
Now this thing works every time no matter how cold it gets. Not sure which one it was but think it was a combination of all things mentioned.
