When the ignition switch is to heat position the indicator does not glow,
when the switch is rotated to the on position, the instruments work.
When the switch is rotated to the start position, the engine starts.
When the switch is rotated to the off position the engine continues to run.

Any ideas?

I may not be the best at answering your question, but will give it a try. Everything is working correctly except your glow plugs. More than likely they are bad. You can check your indicator on the dash to make sure it is not burnt into. If so, I can't help with what caused it. I have a TU 1700 and the indicator on the dash is a wire that allows current to flow to glow plugs at reduced voltage as not to burn your plugs. The engine on mine will continue to run even when the switch is turned to the off position. You will have to use the kill switch to stop the engine. Hope this helps.
