Issues with rear PTO on Bolens G274(iseki 4270)

I have a bolens G274, and I went to use the PTO today(havent used it in over a year), but when i engage the PTO it doesnt move(though if i put it in neutral, i can free spin it and it does nto free spin if i put it in low or high rpm gears). Anyone have an idea why it would not spin when engaged? OR does anyone have a service manual for these tractors that they could email me?

Could be electirical or mechanical. It has a wet clutch, but shouldn't go bad sitting. I have hard copies , not digital.
