J D 425 Problem Starting 20HP Kawasaki

I am having problems in starting my 425
Everything is clean! New spark module.
It will flood very easily. Usually starts if not using choke and throttle on lowest. If it doesnt start right away......I must leave it and try again later. If I use throttle and choke on inital start it makes it worse and will flood out very quickly. When it is running it works fine.

Have you adjusted the float?
Seems the float is allowing in too high a fuel level in the carb.

Do you have spark at the plugs when it won't start?
I just went through this on my 425, and it was the time delay relay.
