JD 1020 3pt issues

I have a 1968 John Deere 1020 I bought several months ago. I am having issues with the 3 point hitch. It lifts all the way up but will only drop down a few inches even with weight on it. If left sitting it will eventually drop all the way down. Any ideas? The guy I biught the tractor from said it sat at his place for close to 10 years with almost no use. I was thinking either bad/low fli id might be the problem or possibly a stuck valve.
Any help would be awesome. I have 2 weeks vacation coming up and am hoping to get it working then.

Put L/D control lever under seat in "D" if not already there and then try to lower 3 pt hitch.

Thanks for the advice. Unfortunately it didn't make the problem go away. Im going to try emptying all of the hydraulic fluid and adding all new. I think the tractor is low and I also think there may have some water in it. Hopefully that will help.
