JD 110 TLB Rock Arm Lift and PTO won't work

JD 110 TLB (Little Yellow Backhoe) Anyone know what the problem might be that the PTO and Rock Arm Lift both will not work. I can move the rock arm lift up and down and the PTO light on the instrument panel lights up but neither work
