JD 1530 Frontend loader- shutters at times and doesn't have as much lifing power

I have a '69 JD 1530 with a front end loader. Tractors runs nice, the hydraulics have some trouble at times. Lately, when lifting the bucket it will shutter near full extension and/or not have as much lifting power...maybe 2/3rds normal lifting or down force, sometimes it doesn't have enough power to lift the frontend off the ground. Doesn't seem to have much problem with the curl. Sometimes it works fine. Intermittent. The hydraulic fluid appears to be full- when checking it by the dip stick under the right side of the seat. How long since hyd filter was changed & sump screen checked/cleaned? I'd suggest to check stand-by pressure and set it at 2350 psi. What type valve controls FEL(ind or scv)? With 3 pt raised,engine running look in hyd filler hole behind seat to see if any oil is spraying. Does tractor have the options of hyd ind pto or hyd hi-lo?
