With the filter being completely plugged, that seems like a lot of trash in the system,but if the oil has never been changed,I guess the oil being that dirty is possible. The steel shavings are normal wear but the brass particles could be rivets that hold brake lining. If the brakes are still working properly,no noise ,or vibration,I would just use it.
