My JD 4210 E-Hydro does not stop after the pedals are released. The pedals do come back up but roles forward or reverse. I walked beside the tractor and pressed pedals. I would pull them up and just take my hand off of them. Didn't really see much change. You could not get close to anything with it without running into it. thanks Cant pull up a foot, it would go 3 feet.

I don't know for sure, but do think there is an E-setting that affects this movement after pedal release.
I remember well the first experience I had with moving a E-Hydro after being used to my non-E 4300. That additional movement was not expected and I didn't like it. But it can be "programmed" somehow.

If you can still read the symbols on the switches, see which setting the loadmatch one is in (middle button in the picture). The long arrow mode is supposed to save you from turfing your yard by "gently" starting and stopping your motion. I hate it. Switch it to the short arrow setting which isn't quite as instant as a pre-ehydro, but it's much better.
