Does the tractor have a fuel shutoff solenoid?

Perhaps try pumping the priming pump. Just pump it, don't break any connections.

What condition are your fuel lines in? If they're old or cracked you could be sucking air instead of fuel. Check their condition and make sure all are tightly clamped. Also, your pump(s) could be failing/failed, as suggested, check them too.
With a strong cranking battery and clean delivered fuel supply there is no reason it shouldn't start at or below freezing, other than what is suggested to check above.

+1. I forgot that the OP mentioned water being found...
The source of the water contaminating the fuel must be found; this will likely lead to the solution to your starting issues.
