Many wheel weights will have more holes than you use bolts for.
Three or four bolts per weight is what is normally used.
Many times if you are using a steel center you will have 3 or 4 carriage bolts used for the first or starter weight,
before that weight is tightened in place 3 or 4 hex headed bolts will be placed thru that weight to be used to attach the second weight to the first weight.
This pattern will be carried on as additional weight are mounted.
On cast centers often hex or square headed bolts are used depending on how the castings are designed some are cast to hold the bolt head so as to not require a wrench to hold the head.
Many weights will have a U shaped cavity in the outer circumference that should be lined up with the valve stem.

Is where I got mine for my 790 3 for each side and used 1/2” carriage bolts 10”long wick locking nuts
