JD 850 3 pt hitch will not lift

I've looked at a JD 850 for potential purchase and noticed that once the 3 pt hitch goes all the way down, it will NOT come back up. I've heard this tractor model does not have draft control, so the question is, "what is most likely needing adjustment or even replacement"? The tractor is an early one, around origination date for the model.

Are you saying that the hitch is all the way down and won't raise at all? Does it have any other hydraulics? SCV? Powr steering? Loader? If nothing works at all, then it cold be anything. Pump could be bad. Filter could be clogged. Rockshaft valve may be stuck. You need to start by seeing if you are getting any flow from the pump.
