I have changed the voltage regulator and had the starter rebuilt. Fresh battery too. All I get is a clicking sound from the starter. When I attached the positive cable on the battery it did spark a little. Just now it won't turn over. Wasn't doing this before the injector quit working. Need to be able to turn it over to bleed the lines.

Spark on reconnecting battery cable indicates an electrical drain(short). FYI it's best to attach positive battery cable 1st,negative battery cable last to avoid accidentally creating a spark to possibly cause battery to EXPLODE. On getting clicking sound when attempting to start have you cleaned/tightened all 4 battery cable connections?? Has battery been load tested?

I installed new cables and ends. Battery is new. Shouldn't it be good?. What else can I look at? When I replaced the voltage regulator I checked wires for wear spots under the dash. None found.

Can I pull start it and bleed the lines after that?

try another battery i bought a bran new battery once and it was bad.

Test for voltage with a multi meter across the battery an connections when attempting to start. Unless you want to keep spending money guessing and throwing out random working parts with new parts.

Recheck all you connections, then recheck again. Clicking is almost always a sign of battery and connector issues.

Is it a click or a clunk? Just want to make sure the starter is in fact working.

Your injector has nothing to do with this issue.

There are relay kits available to ensure that you get full voltage to the starter and don't loose too much voltage to parasitic loss at the key and fuse block. I've never needed one and don't have a link. If you're careful that everything is in neutral, you should be able to jump from the starter post to the solenoid. If that works, head down stream
