Update.
Found that the signal wire from the dash panel to the glow plug relay had become intimately familiar with the wire from the safety circuit diode. Repaired and now everything is back to normal.

Hey Shawn,

Great job on locating the problem.

Did this fix, fix both problems. i.e. hard starting and PTO switch not working right?

Yes. Both issues are now gone and machine is back in action, and not any too soon. It was used all day today spraying trees.

What schematic are you staring at if you don't already have the manual?

I found only a section of what I believe to be part of the Wiring Diagram on Google. Would love to have the full diagram of the Safety Interlock Circuit.
