Had to think about it more. My issue was as time went on the implement kept losing height at fully raised with the lever. Didn't notice it as much with the box blade and planer but one day with the brush hog is when I noticed it wouldn't go up as far as it used to and when I barely move the lever down it would drop uncontrolled. So seems I had the opposite problem, It wouldn't raise and as the shaft spun without the shear pin it got to the point it would barely come off the ground. Could be the same issue though.

Part #18 is pressed on so you may be able to put a straight mark of some sort across the shaft and bracket, then work the lever and see if the the mark are still lined up or if the shaft is turning and the pin is sheared.
