john deere 1520 hydraulics and draft settings

Good evening, I tried adjusting my hydraulics on the 1520 because I would have a hesitation at times when trying to raise the hay rake (John Deere 350). When making the adjustments I wasn't able to get the draft setting into the "D" setting but able to go through LD and L. Are there any suggestions out there for the cause of this. I would really like to continue using this tractor for light field work but hydraulics are a must. Thanks for your help!

My guess is cam follower(shady outlined part) isn't in correct location in 3 pt linkage,is possibly broken or spring is broken. Either problem would require R&R of rockshaft housing.
