I never use this feature, but something is loose or not making contact and this thing shuts me down or won't allow the engine to start.
Right now, I'm jamming a folded paper towel in the lift tab where you engage the cruise control.

How do I bypass this feature?

It's just there so that the mower won't start when you are calling for cruise control so that it won't start immediately moving. I'd be happy to not have it at all. I just don't want it to interfere with normal operation.

Can anybody help?

Find out what the jammed paper is doing to fix the problem, then see if something is broken or a wire loose. A little searching should reveal how it should work and how it is not working.
Is it the mechanical cruise?
Found it in JDparts, and it is just mechanical.
From the schematic, looks like you might be missing the spring - item #1
