John deere 4400 weak hydraulics

Good morning everybody!!!! I have a problem with my 2000 john deere 4400 compact. My hydraulics are very weak and tractor won't move unless I turn steering wheel side to side very fast then I can drive and have lift. Any suggestions on where to start troubleshooting ??? Thank you.
