The starter engages fine and seems to be turning over fine. It makes a whirring sound but does not start the engine for several times as I try to start it, and it eventually engages properly and starts the tractor.

When we connect it directly to a power source it seems to work fine. The dealer says there is nothing wrong with the starter or solenoid.

Anyone have any ideas?

It sounds more like a weak battery. I know they used to have problems with the ring gear on the 445 flywheel. Maybe look at that but I would have your battery checked out or just get a new one from rural king for 20 or 30 bucks.
