Air filter clean? If you're not sure, probably best to replace it.
Will the tractor start with another battery (starter might not be cranking fast enough)?
If neither of those helps, it's probably time for a compression test or cylinder leakdown test. That would give you a good idea if the valves are set correctly or if there is wear in one or more cylinders(650 has 2 cylinders, right?).
Another possibility is it's slightly out of timing
I had the same problem and a back-woods mechanic figured it out for me so I maybe off in my description, but there's an electromagnetic PTO switch that might be bad. I think its under the seat and it controls the PTO safety. If its bad the machine won't start as it thinks the PTO is engaged.
