Personally, I think $7K is a bit high...unless the 650 has a loader and 4WD.
That's a pretty old tractor for a CUT. The old Deere CUTs are tough little beasts, but you may find parts are not as available as they once were.
So, without seeing the machine....I think I'd offer between $5K and $6K.

If it is 2wd and does not have a loader, it is worth about $35-4500 in the south. If it is a 4wd and has a loader, it will should bring between $4500-6000

Newer & bigger, but for comparison's sake, I gave around $11,000 for my 04, 4wd, 790 (385 hours) w/300 loader & 5' Woods finish mower a little over a year ago. ~~ grnspot
