John Deere A throttle lever set screw

I removed the set screw on the throttle handle, it is a step down type set screw. Is it supposed to screw into a hole in the rod or just act as a set screw? Thanks

Remove the lever and see if the shaft shows a dimple or a hole..

or if handle is rusted in place and won't move on the shaft when operating the throttle handle, then go without looking further.. what I'd do..
