It seems to surge for a minute or so before it stalls out. It does not seem to overheat. I changed gas filter, replaced gas, and replaced the time delay module but no better. I would greatly appreciate any ideas.

Try running it with the gas cap loose, might be a plugged vent in the cap

Fuel line plugged by debris in gas tank? Try detaching hose from gas tank to fuel filter and blow through the line back toward the gas tank.
