John Deere riding lawn mower problem

I have a 1995 (?) lx178 John Deere riding mower. I have good fuel level, good spark but I don't think the fuel is getting to the carburetor. I checked the filter but did not put a new one on. Tractor won't start, help!

Have you got gas to the carb?
