Frank, you've been having problems warming the diesel for startups right? You're putting cold diesel into the engine, and only letting it warm a few seconds? You should let the tractor warm for at least 5 minutes, and more if it's very cold, before you start operating the tractor. You're not burning the diesel very well. The fact that it clears up after the tractor is warmer should tell you that.
The warm up is not just for your tractor, all diesels do better if warmed up in advance. John

It's like it misses does it have to do with warter in fuel or compression problem? i put power service in it 3 onces per 5 gallons but it still mises at full throttle before it"s really warmed up. i'am talking about around 170 degrees it does better at 185 degrees.

Have you ran a compression check on your tractor? How many hours does your 2202 have?

If the tractor has been getting water in it, it's possible that your injector spray pattern isn't exactly as it should be, but I don't think that would really clear up upon warmup.
If there is water in the fuel, you should see some in the bottom of your fuel cup where the shutoff valve is. Open that up, pour out the water and rinse the filter in clean diesel and replace it. Be careful not to lost the little O ring on the top of the filter if it has one.
Powerservice is supposed to disperse the water into the fuel, so you may not see any in the cup. I doubt it's the compression, but it can't be ruled out at this point.
I think you should try just letting it warm up at half throttle for 5-10 minutes. If it's very cold where you are, minimum of 10 minutes before you start putting it under load.
Are you getting a lot of smoke, and what color? If the diesel isn't warmed up good with the glow plugs, and you have been having problems with them, then the tractor is going to start hard, smoke a lot, and not run good until it's warmer. John
