I have recently purchased a Kioti LK3054 4WD and I can not shift the PTO into gear with the tractor running. It seems as though I should be able to push the clutch all the way to the floor and then engage the PTO, but it grinds terribly and the PTO does not shift with the tractor running. Am I doing something wrong here?

Probably not; the 3054 has a two stage clutch, that is two separate clutch disks operated by a pressure plate with two friction surfaces. The first clutch disk to disengage is the tractor drive plate; push the clutch pedal all the way down to disengage the PTO disk. You may help the situation by adjusting your clutch pedal so you have a half inch of free play before your throw-out bearing touches the clutch plate fingers, but I suspect you may be dealing with a worn PTO disk or a clutch plate issue

Thank you for that excellent answer. I would like to add to my previous description by saying that when I push the clutch in the tractor wheels comes to an immediate hard stop. I can only imagine how hard this must be on the transmission. I now understand that the PTO issue and the main clutch might be part of the same problem. I want to invest in fixing my tractor, can you tell me why the transmission would come to a hard stop when the clutch is engaged? Is it all part of the same problem with the PTO clutch?

Doesn't seem likely. Are your brakes dragging?

As Oaktree stated, make sure your brakes are not dragging and that your parking brake is released. The brakes are mechanical so check the point on the brake housings where the actuating rod enters the cases. There are many issues caused by the rods(not just brake) corroding and not allowing the devise controlled by them to operate
