I've got a Kohler M12 on a Cub 1210, and have just replaced the piston and rings among other things. I've been trying to set the high end RPM to be below the 3500 RPM recommended. What's the best way to do this? The screw adjustment on the throttle linkage (where the cable ends) doesn't seem to be enough to keep the speed down. Should I adjust the cable to prevent the throttle plate from rotating to full open? Can the main jet adjustment be used? I don't want to lean out the mixture. I'm thinking if I pull the throttle cable forward a little that will keep the plate from opening all the way. The governor would then open it if needed under load. Is this right? Thanks.

You can vary the max. speed by adjusting the cross shaft on the governor.

I thought that was an option, but the figure in the service manual I printed didn't show up well. I assume after loosening the clamp screw, you just rotate the arm on the cross-shaft to let the throttle plate be a little closed when the throttle lever is pulled open? Any other magic to this? Seems simple enough.

No magic required. If you follow the instructions for the initial adjustment just back it off a little.
