Attempting to get my tire chains sorted and as shown in the pictures this is the clearance I have. The clevis/shackles just clear but with almost zero clearance, the rest of the chains have roughly 1", maybe just a bit more. Tractor is a Kubota L4240 with R4(17.5 - 24) tires, the rears are adjustable to 3 positions and currently in the middle position which gives an outside width of ~71.8". The widest adjustment gains an additional 4.4" which would be great for chain clearance but not so much for matching 72" implement width.

Going wider, either by spacers or adjusting the wheels is an option but one I would like to avoid if possible. Without adjusting the rear track whats my best option? I could try using regular "quick links" instead of the shackles and still have the ability to make adjustments for tightening. Or I could try to find a way to use the regular style link like on the rest of the chains but would not have adjustment. Thoughts and opinions?

I know it’s a little late but did you consider front chains instead? I’ve done that for several years and it works very well. Cost is under $200.

I did buy front chains as well. The winter use will be primarily for getting firewood/skidding logs out of the woods so I don't think just fronts is a very good idea in my case.

I think going with the quick links will work but wanted some other opinions/ideas since this is my first time dealing with chains.

I wouldn't really recommend the quick links, they aren't very strong.
I would say that you need an inch or 1 1/2inches or clearance,
the wheel spacing of an additional 4.4 inches would be just over 2 inches per side
which would be nice for your chains, not so for your implements.

The clearance looks comparable to most tractors these days. I recommend ditching those clevis links and use hook links. That should solve your clearance issue.
