Okay. In that case, yes that sounds fair. Make sure you try the PTO before you buy. I learned the hard way on one tractor.

Sounds reasonable - a couple more small items you may be able to get - ask them to confirm the hourmeter is actually working (cable tends to break every 800+- hours). Also, confirm the de-compression cable is working. They get rusted in place and forgotten - but they can help with starting.
