I am going to take some WAG's here.. Three Point Hitch went up? and now wont come down?... does it have any weight on it? Is the drop rate control valve under the seat opened enough to allow fluid flow ? (turn counter clockwise to open the valve).. just guessing here, but that is my "best guess"

Are you talking about 3 pt hitch ? Check that knob under your seat and when it comes down watch "feet" and make sure no-one gets hurt.

Sorry! its a 3 pt hitch and has a snow blower on the back. Tried the knob under the seat, still nothing. Thanks for the help (sarcasm and all)

If your hyd system is open center system, the cyl is locked in the neutral position.

So, I have to ask if you pushed the 3pt lever down all the way, and is the 3pt lever working correctly..

This action releases the fluid in the 3pt cyl, and the descent knob will adjust the descent rate.

Even if the knob is opened, there may be debris/rust in the descent orifice.

You could also have some mechanical binding in the linkage.

Is this the first time it has done this?

New or old tractor, what specific model, did it work OK before this, how long have you had it, etc., etc. These folks would like to help you, but they can't look at your tractor so the more information you can supply, the more helpful they can be. Just a thought.
