L120 Pto clutch repair.. Possible?

I have a Scott's L2048, basically same as the Deere L120 mowers...

My clutch is engaging but appears the brake pad is worn out and won't hold it.

I tested it's engaging by directly connecting to batt. It clicks and moves but I can still turn it.

Anyone know if these can be rebuilt?

Maybe if you can get new pads installed, then it would work. Deere doesn't appear to have a kit for repair and new clutch is about $200. Might be worth a try.
