That certainly doesn't look factory oem. I suggest trying a Kubota parts breakdown. It may be there is so much play the normal linkage won't cut the fuel completely off. You might also try a query in Orange Tractor Talks.
The spring may be there due to wear on the linkage rather than replacing some part with an elongated hole or something of that nature.
Here is the parts break down. It shows #170 which is called out as a "Spring Holder" and #90 "Stop Lever Shaft" is drilled for a spring. But I find no other drawing with an actual spring shown anywhere?

Maybe spring #130 is broke so someone used a screen door spring instead?
