Yep. It's probably the cable. The cable connects to front of the engine to the hour meter drive that spins in sync with the fuel camshaft. On my B8600, both the cable and the engine connection was broken. If you disconnect the cable from the dash meter, you should see the center of the cable spinning with the engine running. Probably won't be. If you then disconnect the other end of the cable from the engine, with a flashlight you should see a little flat thing spinning inside the engine connection when the engine is running. If the engine connection is spinning and the gauge side of the cable wasn't spinning in the first experiment, then you know the cable only is bad. If the engine side is not spinning, then you need to replace the hour meter drive on the engine. Cable could also be bad and you can test that by grabbing both sides with needle nose pliers and seeing if they are connected.
