I just got my 3 month old Kubota L4400 tractor back from the shop. They had to rebuild the pto as a tube had broken inside and was causing the PTO clutch to slip. The PTO clutch doesn't slip anymore

When I disengage the PTO, the PTO shaft attached to my 6FT bush hog does not come to a complete stop. The PTO shaft is probably turning about 30-60 RPM. If I drop the mower down in grass, it will come to a stop. Lift it back up and it will very slowly come back up to the 30-60 RPM. This is with the engine at idle. At 2000 RPM engine speed, it is probably turning about 90 RPM. Sounds like the PTO brake isn't engaging.
Before the repair it used to always come to a complete stop but then again, the PTO was never fully engaging. I called the dealer and he said to let it have some run time and it may correct it self thinking is was due to the new parts in the transmission. Anyone have any such experiences?
