Try lengthening your top link.

Also do you have a choice of holes for the vertical lift arms to fasten to the lower draft link links?

Also if the 3pt goes what seems like really high or higher than you would need, you could remove the upper lift arms and rotate them one or two splines down. Be sure to mark both of them first in place then remove them and replace them a spline or two lower. I would try this after exhausting other options like the lower draft link holes and lengthening the top link. Look at the top of your quick hitch, how it is tilted toward the tractor, that should be pretty close to vertical level.

I don't have draft control on my L4600 but my 3ph goes lower than your picture don't know what to tell you other than prior post talked about reclocking arms?

Is your quick hitch installed correctly? Not sure from the pics but is the pin binding?

The angle of that lift link doesn't look right..you sure those lower arms aren't attached backwards?

Some straight in photo's of the implement off and the 3pt linkage close up and overall would be great to clear up a couple of question.

Right. And do the lower arms it go all the way down when there is no attachment?

Something is off for sure, as mine drop to about 4" from the ground without an attachment.
