Tiller Landpride Tiller Slip Clutch - How to Bend Retaining Lugs on Edge of Clutch Housing

I have a Landpride RTR1566 Tiller with a 4 adjusting Nut Slip Clutch. The Clutch disassembly calls for bending the retaining lugs out on the edge of the clutch housing. Can anyone tell me the best way to do this ?
