I built our home 2 years ago. At the time all I could afford was gravel for the driveway. We spread loam and put in irrigation,grew a real nice lawn etc. This past fall I had a base coat of blacktop put down. Which then had me spreading more loam and moving sprinkler heads. Long story short... Driveway then grass. Much easier.

If you have a choice, always complete your construction prior to landscaping activities. The last thing you would want to do is grade smooth and get your drainage right so you have no standing water and then topsoil application if needed prior to putting in grass. You would just have to take up any grass under the pavement.
