The left front axle seal of my 7753 is leaking a small amount of oil. I am going to jack it up, remove the wheel and check if the bearing has gone bad. If the bearing is ok I will just replace the seal. My question is, Does the oil have to be drained from the chain case before removing the seal?

Unless the chain case is overfull, the oil level is just at the bottom of the axle tube. Rotation of the chains & sprockets throws the oil out to the bearings.

Chain case fluid should be changed about every 1000 hrs. Be a good idea to drain and change it while doing this.
