leaking Backhoe valve Gc2610

My BH valve is leaking on my Gc2610 from the cylinder in the picture. The cylinder has a plastic cap at the bottom. Does that cap pop out and is there something to tighten undfer it? What is that cylinder for on the valve? Thanks

Is that maybe the valve that contains the "float" detent? Oops. Brain fart. Not on the backhoe.... Guess I can't help with that one.
