Lift not working

My neighbor has a Massey Ferguson 2003 50 hp that will not lift the three point hitch with the clutch depressed. It works fine if the tractor is moving or sitting still with tractor in neutral and clutch released. Is this normal for a Massey Ferguson or is there a problem with the lift?

It's normal for a 2 stage clutch. The first stage is for disengaging the wheels and the second stage disengages the PTO and hydraulic pump.

Thanks for the info, I know he will be glad to here that. He was thinking there was something wrong with it.
