Locked up front wheel NH TZ25DA hydrostatic

I changed out a set of wheels on my hydrostatic NH TZ25DA.
With both wheels off the ground, and the transmission in neutral.
In lining up the holes to thread in the lugs I rotated the hub.
When I did the other side, I rotated that wheel and noticed the opposite wheel turned the opposite direction.
When I came to drive it the one wheel was locked.
I did not crush or force anything in changing the tires and had no issues previously.
Any suggestions, opinions ... much appreciated.

Can you lift the front wheels off the ground. With 4 wheel engaged, tractor off, can you by hand rotate a front wheel? The other should rotate in opposite direction.

Thanks for the reply Waffles. I did, and yes, other wheel rotated opposite; putting it back down, the right front does not turn.
I will go back and try that again with it lifted.
I moved the shift lever Low - Neutral - High; tried forward / back. I did not move the 4wd lock and Awd lever back and forth; I'll try that. Once it stops pouring. : )

I would try rotating the wheels in both directions just to see if there is any difference.

Summing up the sequence of events:

Tractor operates normally
You install different wheels on the front
Rotating one wheel causes the other to turn in the opposite direction(normal)
** Nothing was forced, wheels went on easily. **
Try out tractor, one wheel locks up.

A chance failure unrelated to the wheel change?

Rotating a wheel with the front tires off the ground may give you a hint, as it sounds like you have not done this after the issue popped up, only before...

So to recap; Prior to wheel change: no issues, none; rotate front wheel while elevated & in Neutral, counter rotation on opposite wheel.
After wheel change: right front is locked up.
I didn't horse on anything, no hammers no bends not kinks.
Just got off the tractor. I lifted again. In neutral turning the left front, the right front does nothing
I cannot turn the right front by hand
On the ground moving the levers; forward/reverse; Hi/Low; AW/4W ....... right front remains locked.
The NH dealer suggest taking the wheel off and trying to rotate it.
I'm going back in.

The NH service guy was right on about the obvious. ... 'If everything was good before the wheel change try it again with the wheel off'. I did and all was normal.
Obviously, my bolt-on job was offset enough to bind the wheel.
All good now.
