Locking rear wheel on HST Iseki

My hydrostatic 325 (same as MF 1230?) locks it's rear left wheel constantly. Backing up in reverse seems to unlock it. The final drive housing on the left side gets hotter than the right side. I just changed the oil and it was clean and clear.
Any suggestions as to what may be causing this, and how I fix?

Spring on LH brake actuator is probably broken. Need to remove LH axle housing to repair. Its not a hard job to do yourself.

He got it fixed in another thread. The brake rod was stuck up on one side the way I understood it.
