Are you looking for a person who welds, or a machine to weld with? What kind of material are you wanting/want to work/have worked on?. Is it steel?, and how thick?. If you could take a photo or a good description would be helpful. There are big differences and processes to be considered for different materials and skill levels of the person doing the job. Example a small piece of aluminum would best be done with a TIG rig and this requires a skill set some don't have. A small sheet metal part might best be done with a either a TIG, a MIG or even a gas rig. With different skill-sets for each.

A small thick part like a trailer hitch for instance could be done with a Large MIG, or a stick rig, and on and on. Different processes, different materials, different skill sets. I wonder if I helped or hurt here with my rambling..

Just steel rod and a peice flat stock steel to make a bucket level indecatoer looking for someone that can weld it for me

OK, any of the three mentioned process, would work. It could be brazed too. If you were handy with drilling and threading, you could mechanically fasten it also. Or tap the exterior of the rod, and use nuts. If you are good at drilling holes just the right size or enlarging slightly small drilled ones, you could possibly stake it on. Or it would be quick work with about any kind of welder, and the person doing it would only need a moderate skill level.

I think I came across wrong I am just looking for a private welder to weld this in my area I think it's too small for a welding shop but thanks sorry for the confusion

it would be quick work with about any kind of welder, and the person doing it would only need a moderate skill level.

I probably meet the skill-set level and would be more than happy to do it for you but travel time may be a problem...

You see them welded on because it was efficient to do so at the time the bucket was constructed. But there's no need to weld yours on. You can bolt it on, then bend it to indicate level.
