It looks similar to some equipment I've seen here in the UK. It is used by the power companies to haul up and winch the high tension overhead power cables. The one in the photo looks to not have the superstructure on top at present.

Doesn't need to be able to turn much, it just drags cable across large tracts of land in fairly straight lines. Moves from site to site on a low loader. Very job specific and they lasted many years because they spent lots of time sitting.

I did that on my first Versahandler, for more traction backing up out of the silt with a full bucket.

It made a noticeable difference.

Slippery, slimy stuff.

I think it's what you get when you turn a homestyle engineer loose with little money or assets. Wish I had it sitting up by the road at the end of my driveway. I'd get lots of lookers!!!!
