Low Temp Premixed Windshield Wiper Fluid Banned?

Went to the auto parts store to buy a jug of low temp premixed windshield wiper fluid and found it has been banned in most of California by the Air Board because it contains alcohol, which is classified as a volatile organic chemical.

Got me thinking about those of us that buy it to use as ballast for tires...

Border States are reporting a run on ready to use wiper fluid... go figure.\

the stuff we have here is supposed to be good for -20 but it still freezes in the nozzles
this past weekend!
i was going to try to find some heartier stuff if it stayed cold

I just picked up two gallons yesterday at Tractor Supply...had to show ID at checkout...kids are getting high somehow off the stuff.

That must be something new. I bought 70 gallons last year at TSC to fill my rear tires and the only ID they wanted to see was Washingtons, Grants, or Hamiltons.
Bought 10 gallons at Wallyworld the other day and had to show the same ID TSC asked for.
