Do you know what make and model of engine you have? There should be a plate on the engine somewhere with this information.
If it is a Yang Dong Y385T it may or may not have a decompression set up.
If the valve cover looks like this one, the linkage or cable will connect to the mechanism at the back of the valve cover (lower right corner in photo). If you have just a plate installed on the cover then you don't have a decompression setup.
Looking at the head with the valve cover removed you can see how the decompression works. The dark colored shaft that sits above the valves has an adjustable screw above each intake valve the holds the valve open when activated.
and you may have the bellcrank on the back of the valve cover where the linkage attaches but no linkage... Do you have shuttle shift? I seem to recall an issue where the linkages conflicted/got in each others way, so they did not install the compression release linkage but the engine was capable of it...
