I haven't checked it with the PTO engaged. I did adjust the clutch because the gap was way off. I am going to mow the yard in the next day or two and see how it does. Hopefully that is all it needed.

Sounds like Richard might be onto something.... the PTO clutch gap should have nothing to do with charging. Some shorted windings in the clutch would for sure. The charging circuits in small engines are often pretty anemic, so any excess current draw will REALLY affect charging. That's why I wired a switch in the headlight circuit on my Cub. My wife really doesn't need headlights mandated by the safety police when she is mowing in broad daylight.
