Steel tube won't fail with a few small holes drilled in it. I wouldn't even be afraid of drilling a hole and bolting something in it.
I've designed many of square tube stands and buggies at work and unless you are slicing into the tube or drilling large holes I wouldn't worry about it.

I don't think he's talking about inherent weaknesses with the rops.
I think he is saying that the manufacture has a way out if you should roll your tractor with drilling or alterations to the rops and you happen to get hurt even if the rops did not fail..
